 I)       Total target for Levy Rice in this KMS was 85,000 MT and till date only 38,650 MT Levy Rice has been procured and total target for CMR was 25,250 and only 4380 MT CMR has been procured, so total procurement of rice is 43,030 MT, according to present scenario, it is not possible to reach targeted quantity of Levy Rice, try our best level performance to enhance levy figure.

II)     One of the main reasons for poor performance of procurement is drought and Birbhum has been also declared as drought District and about 50% of land has been cultivated in this KMS and many land also has not been cultivated during Boro season as Mayurakshi Canal division did not supply irrigated water.

III)   Quality of procured rice is not good and procured rice containing high percentage of broken rice, admixtures, Immatured/black grain and several complain has been also lodged regarding quality of rice and in this respect main logic of Rice Miller is due to lack of water, percentage of broken rice, Admixture, Immatured grain/black grain is too high. Concerned Inspector (F&S) of godown has been directed to collect good quality of rice according to specification of rice as mentioned in levy control order 2010-11.

IV)  Many Rice Mills are not functioning owing to scarcity of water and lack of collection of paddy.

PUBLIC DISTRIBUTION SYSTEM 

            The projected population of the district is as on 01.01.2011 36,39,904 out of which ration card have been issued 35,03,985 (as on May’11) i.e 96.26% peoples have got Ration Cards. Issuance of new ration cards (APL) is a continuous process and the balance population will also be provided ration card within due course of time. The scheme of providing subsidised rice to BPL and AAY Card holders @ Rs 2 per Kg. has been successfully achieved. Procurement of rice for the K.M.S 2007-08 to 2009-10 have been highly successfully achieved among the state and it has occupied in the 2nd ranking in the state. Issuance of Tribal Ration Card through Crash programme has also been highly successful in this district among the state.       More over on every Wednesday APL ration card is being issued only for Tribal Peoples in Md. Bazar Block and this programme has been continuing since last two years and by this way about 4000 tribal peoples have got their ration card.

Replacement of I.R.C and simultaneously issuance of new type of I.R.C in terms of the order vide no. 5760-FS dt. 03.08.10 of the Principal Secretary to the Govt. of W.B has been started in this District as a Pilot District and one G.P under Nalhati-II Block has been fully completed.

 NECESSARY STEPS TO BE TAKEN FOR BETTER PROCUREMENT AS WELL AS IMPROVEMENT OF PUBLIC DISTRIBUTION SYSTEM

  1. Due to unavailability of procurement fund, it is always not visible to pay rupees to the Rice Millers and for this reason Rice Millers are not interested to give levy at F&S Department so fund placement should be regularised, so that within 48 hours, requisite payment can be paid to the Rice Millers.
  2. At least one Govt. Godown should be built up in each block, presently 10 Government Food Depot with 8930 MT Capacity and Storing Capacity of GFD may be improved by creation of more GFD.
  3. There is one vehicle in this District, with maximum allotment is Rs 13000 per month i.e. payment of hired vehicles as well as cost of Fuel, total expenditure should not exceed Rs 13000 per month. Department should provide more vehicle so that close monitoring can be done and collection of procurement of Rice will be enhanced.
  4. Quality of procured rice in this KMS is not good, Rice that delivers Rice Millers is not good, in this circumstance such type of levy should not collect, because public agitation may be created, one of this reason performance of procurement is very slow. Try our best level performance to collect good quality of Levy Rice.
  5. Improvement of Public Distribution can be done if E-Governance system can be started from H.Q to grass root level that Dealers points. Fully computerized system should be started at Dealers Point and for this purpose Digital Ration Card should be issued first that card to be purchased in Computer where in voucher containing all relevant data to be printed out and accordingly allotment to be given to that consumer.
  6. Every consumers should be provided a token and he should have right to choice the dealer and in this way has right to buy better quality of Foodgrains from any dealers.
  1. Inspecting staff is very short, immediately Inspecting staff should be enhanced so that monitoring of each shop can be done properly.
  2. At least one vehicle should provide in favour of each Sub-Divisional Controller (F&S) and at least two cars should be provided in favour of D.C.F&S for perfect monitoring of the system.
  3. Office Infrastructure is very poor, all office under S.C.F&S is running a rental basis and condition is too bad to mention here and each office including office of the D.C.F&S space is very low.
  4. Selection of beneficiaries is mean reason of pilferage of the foodgrains, the present rationing system is continuing on the basis of the list of 1997 and RHS 2005 not yet to be started in this state. So immediately proper selection of BPL & AAY beneficiaries should be stared and existing all ration cars should be cancelled and new card should be issued to all categories according to new survey list.
